Dear RAC Customer, As we move into the new millennium, the Reliability Analysis Center is continually striving to bring you the products and services you have grown to depend on, as well as many new an innovative solutions to keep you abreast of the latest developments in the RMSQ community. RAC is committed to being your one solution stop to assist you in increasing the reliability of the products you produce. To answer the concern of using commercial-off-the-shelf technology, RAC has responded with a new software tool entitled "SELECT" and the "COTS" Handbook." These products will assist you in determining the effect of military environments on commercially available equipment. Need data to evaluate the reliability of your system? Look no further. RAC has been collecting failure data on electronic and electro-mechanical components and systems for over 30 years. This data is compiled in the "Automated Data Book" on CD-ROM. Want to know what documents are available to address reliability concerns similar to your own? Then search the RAC library at http://rac.iitri.org/DATA/docquery.html. Over 50,000 documents are maintained, and the library is added to on a daily basis. Want to share your R&M questions with the R&M community? Then post it at the RAC Forum. RAC will always try to provide an answer but welcomes the thoughts and contributions of everyone. Can’t travel to our training courses? Then let them come to you. RAC’s world renowned Design Reliability Training Course is now offered on the RAC web site. Fourteen hour of audio, video, and downloadable manuals and text are available around the clock and around the world. Not connected? No problem. The course is also available on CD-ROM. Soon, all our courses will be available to you whether you are on the road or at your desk. Of course we’ll still be offering a variety of courses around the country four times per year. The most exciting product to be introduced by RAC will be PRISM. This is a software tool developed by reliability engineers for reliability engineers. About the Reliability
Analysis Center
The Reliability Analysis Center is a Department of Defense Information Analysis Center (IAC). RAC serves as a government and industry focal point for reliability, maintainability and quality of components and systems. While chartered by the DoD, RAC also serves commercial industry. RAC collects, analyzes, archives in computerized data bases, and publishes data concerning the quality and reliability of products and systems and the microcircuit, discrete semiconductor, and electro-mechanical and mechanical components that comprise them. RAC also evaluates and publishes information on engineering techniques and methods. Information is distributed in data compilations, application guides, and computer tools. Public and private training courses and consulting services are also provided. Located in Rome, NY, the Reliability Analysis Center is sponsored by the Defense Technical Information Center (DTIC). Since its inception in 1968, the RAC has been operated by IIT Research Institute (IITRI). Technical management of the RAC is provided by the US Air Force Research Laboratory Information Directorate (formerly Rome Laboratory). Electronic Parts Reliability
Data 1997 "A Compendium of Commercial and Military Device Field Failure
Rates" This document contains reliability data on both commercial and military electronic components for use in reliability analyses. It contains failure rate data on integrated circuits, discrete semiconductors (diodes, transistor, optoelectronic devices), resistors, capacitors, and inductors/transformers, all of which was obtained from the field usage of electronic components. At 2,000 pages, the format of this document is the same as RAC’s popular NPRD document which contains reliability data on nonelectronic component types. A summary section presents failure rates sorted by generic component type, quality level and environment. A detailed section follows presenting component specific data including part number, manufacturer, package type, etc.
Failure Mode/Mechanism Distributions The RAC has updated the "Failure Mode and Mechanism Distribution" (FMD-91) document that was originally published in 1991. The new document is a cumulative compendium of data consisting of the FMD-91 data along with all the data collected by RAC since 1991. The new document contains approximately 50% more information than FMD-91. The intent of the book is to qualify component failure modes and their relative probabilities of occurrence. This data can be used in conjunction with reliability predictions to support FMECAs. The scope of the document is electronic, mechanical and electromechanical parts or assemblies.
Nonelectronic Parts Reliability Data Nonelectronic Parts Reliability Data (NPRD) provides failure rates for a wide variety of component types including mechanical, electro-mechanical, and discrete electronic parts and assemblies. This document presents summary-level failure rates for numerous de-tailed part categories by environment and quality level. It contains 1,000 pages of data on over 25,000 parts. NPRD reflects field experience in military and commercial applications, concentrating on items not covered by other failure rate sources. This is an indispensable data source for engineers tasked to perform reliability analyses on system designs.
Electrostatic discharge (ESD) is a major cause of electronic device and system failures. This publication contains ESD susceptibility data for 22,000 devices, including microcircuits, discrete semiconductors and resistors. A detailed section contains the commercial part number, device description, manufacturer, ESD classification (per MIL-STD-1686A and MIL-STD-883 Method 3015.7), date codes, data source information, resistance and capacitance used in discharge circuit, failure voltage, pin combination, failure criteria, and the version of Method 3015 used.

MIL-HDBK-338, "Electronic Reliability
Design Handbook" Computer Text File CD-ROM containing the latest version of MIL-HDBK-338 formatted in Adobe Acrobat® PDF. The PDF Handbook allows people on MACs or PCs to view a component file and to see the same thing, complete with formatting, fonts, pictures and graphics, regardless of the computer or monitor. The PDF Handbook can be viewed, printed, and searched, for specific data using Adobe Acrobat Reader. The Reader is also included in the CD-ROM for installing on your computer. The enhanced search capabilities of Adobe Acrobat PDF files make finding specific handbook information easy.

Automated Requirements Translation (ART) Software Tool This software tool allows diagnostics, reliability and maintainability-based operational need, such as Sortie Generation Rate, Mission Capable Rate, Fix Rate, etc., (as defined in an Operational Requirements Document (ORD) to be translated into optimized product specification terms such as Mean Time Between Critical Failures, Mean Down Time, etc., or vice versa. The current configuration of ART can be applied to a fixed-wing aircraft and avionics systems. Baseline data provided with the program can be modified by users to customize their analysis.
Software Versions of Data Products Electronic versions of RAC’s extensive databases are now available in easy-to-use software packages for Windows95 or NT. The products (content described on page 3) feature Graphical User Interfaces (GUIs) and extensive Help files. Each is available on CD-ROM.
